Why is O bloodtype recessive and most of people are O typed?

In biology we learnt that if an allele is dominant, most of that population will possess that allele unless it is lethal or detrimental. My question is, why is bloodtype O recessive, yet most people are O typed? (over 40% in USA, i think)
